As chief of the Natural Systems & Restoration Bureau, Randy Smith oversees a number of District water quality and natural systems initiatives and programs within the Resource Management Division. His responsibilities include providing leadership to the Environmental Flows and Assessments section, Facilitating Agricultural Resource Management Systems (FARMS) Program and the Surface Water Improvement and Management (SWIM) Program.

Randy started his career at the District in 2003. He managed the SWIM Program from 2015 to 2017. Prior to managing the SWIM Program, Randy was in the Project Management Office where he oversaw several large initiatives, including the Lake Hancock Project and the Cooperative Funding Initiative. Randy also spent time with the Environmental and Water Supply sections where he managed water quality, natural system restoration and water conservation projects.

Randy earned a Bachelor’s degree in Biology from the University of South Florida and is a certified Project Management Professional. He currently serves as President for the Florida Section of the American Water Resources Association. He previously served as Co-chair of the Charlotte Harbor Estuary Program Management Board, the Sarasota Bay Estuary Program Management Board and the Tampa Bay Estuary Program Management Board.
