As bureau chief of Environmental Resource Permitting (ERP), Dave Kramer is responsible for setting goals and objectives for the bureau, developing and managing the budget and financial decisions, managing direct reports (ERP managers, chief environmental scientists, agricultural team staff) and executing environmental resource permitting and compliance. In addition, Kramer collaborates with other bureaus and divisions, serving as a member of the Senior Staff team, and coordinates with applicants, governing board members and statewide agency partners.

Kramer began working for the District as a student intern in 1998 and progressed through the Regulation Division as an engineer, staff engineer, professional engineer, surface water regulation manager, and most recently, ERP Evaluation manager. Kramer is an active contributor to the statewide ERP rulemaking and coordination efforts, and recently began participation in a statewide Water Quality Focus Group. Kramer earned a bachelor’s degree in civil engineering from the University of South Florida and is a licensed professional engineer. He is a graduate of the Florida Engineering Society’s Florida Engineering Leadership Institute Class of 2008.
